Self-regulation

Pursuant to Article 14 of the Law of Georgia on Broadcasting and the Code of Conduct of Broadcasters adopted by the Georgian National Communication Commission (GNCC) in 2009, broadcasters are obliged to establish an efficient complains mechanism for considering customers’ complaints.

If  a broadcaster breaches the Code of Conduct, apply to us through filling out a provided questionnaire and the Media Development Foundation, MDF will present your complaint in a broadcaster's self-regulation body.

Duration: 29/01/2020 - 2022 The research project "Monitoring the content and measuring the effectiveness of Russian disinformation and propaganda campaigns in selected Former Soviet Union States” is designed to assess the effectiveness of Russian propaganda messages by combing monitoring the content with measuring the effectiveness of the Russian state-sponsored propaganda and disinformation messages targeting Russian-speaking populations in three FSU countries, including Belarus, Ukraine, and Georgia. Combining Russian language media monitoring with surveys and focus groups with Russian speakers would allow the research team to achieve the following goals:
  • explore what makes the messages compelling for the target audiences;
  • measure the effectiveness of specific and thematic Russian propaganda messages;
  • find out what social groups are especially vulnerable to Russian propaganda;
  • examine the mindset of those vulnerable groups;
  • produce effective strategies of influencing opinion of these groups with counter-propaganda messages.
This project will utilize both qualitative and quantitative research methods, combining content analysis of the Russian propaganda disseminated through multiple social and mass media sources targeting Russian-speakers in the selected countries (conducted by IISEPS) while measuring its effectiveness in shaping attitudes by conducting focus groups and surveys of Russian speakers in those countries (conducted by Gallup Surveys network) in these countries. UT research team will develop a set of 10 questions related to the topics of interest and based on the results of monitoring of Russian propaganda. MDF’s Task: Monitoring/content analysis of four Russian-language local news media in Georgia: pro-Russian Information agencies Sputnik-Georgia and Sakinformi, newspaper Georgia and the World, as well as relatively neutral Web portal SovaNews.
