Self-regulation

Pursuant to Article 14 of the Law of Georgia on Broadcasting and the Code of Conduct of Broadcasters adopted by the Georgian National Communication Commission (GNCC) in 2009, broadcasters are obliged to establish an efficient complains mechanism for considering customers’ complaints.

If  a broadcaster breaches the Code of Conduct, apply to us through filling out a provided questionnaire and the Media Development Foundation, MDF will present your complaint in a broadcaster's self-regulation body.

MDF filed 19 administrative complaints and 4 lawsuits on FOI cases

From November 2014 to February 2015, Media Development Foundation (MDF) prepared 19 administrative complaints and 4 lawsuits with regard to not issuing public information upon request or giving incomplete data.

Two lawsuits were filed against the Ministry of Internal Affairs and the departments under its supervision -Security Police and 112 services, which failed to supply the complete public information upon request. Refusals of the Ministry of Agriculture to satisfy administrative complaint on access to public information of the Project Management Agency and the Ministry of Energy on providing information from Energy Development Fund were appealed to the court as well.

The part of the public agencies issued the requested informationonly after filing administrative complaints againstthem; however Georgia’s Chief Prosecutor's Office and Tbilisi Prosecutor's Office has not provided information about the expenditure of state funds after administrative conmplaint was instigated.
