A joint statement of MDF and GDI regarding Public Broadcasting Television

December 27, 2013

Media Development Foundation (MDF) and Georgian Democracy Initiative (GDI) express their concern regarding the Board staffing process of Public Broadcasting Television (GPB). The fact that the parliamentary majority nominated just 1 Board member despite of 3 as it’s defined by the Law, and did not supported the half number of board members on the Parliamentary Session raises legitimate questions about whether the parliamentary majority understood the practical side of the model proposed by them, while claiming the relevant legislative changes.

The model implies a consensus regarding the agreement on the Board member candidature’s issue between political powers that failed taking into account the nomination of candidates and the results of the voting. It should be also noted, that the Law does not provide the mechanism obliging the person authorized to nominate candidates to use this discretion fully. Thus, the Law (Article 26.13) gives the possibility to the authorized person to nominate twice one and the same candidature selected by the Selection Committee.

We hope, that the political entity and first of all - the parliamentary majority take more responsibility on its own declared legislative initiative not only in terms of normative statement, but in terms of its practical implementation as well and find a way out from this situation to rule out any perception of facing the government leading the process according to the political expediency and disregarding the professional skills of the Board members and public reputation.
